Overview
Emily Warfield is an environmental and land use attorney who advises developers and operators on compliance with environmental regulatory schemes such as the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), Clean Air Act (CAA), and the Resource Conservation and Recovery Act (RCRA). Additionally, she has represented developers in obtaining entitlements for residential and mixed-use developments and has performed due diligence for the environmental and land use aspects of M&A transactions.
Emily has also advised government decision-makers on implementing the Fish and Game Code in compliance with constitutional, administrative, environmental, and tribal laws. She has drafted fisheries management regulations to promote sustainable practices and protect natural resources.
Before joining Stoel Rives, Emily was an attorney with the California Department of Fish and Wildlife. She has also worked in the environment and land use practice group of an Am Law 100 law firm and with the California Department of Toxic Substances Control.

- Successfully obtained a Conditional Use Permit and Vesting Tentative Tract Map for a mixed-use project consisting of 256 residential units, office space, and restaurant uses.
- Negotiated settlement of a CEQA challenge to approvals for an affordable housing development, wherein petitioners had alleged inapplicability of a CEQA exemption due to cumulative impacts and unusual circumstances.
- Represented a County in CEQA litigation over environmental review for an ordinance to permit oil and gas wells.
- Advised affordable housing developer on navigating presence of endangered species and wetlands on project site, in order to obtain entitlements for a 66-unit residential project.
