Overview

Blaine Mullican focuses on the renewable energy sector. He has been involved in the negotiation and documentation of key agreements for a range of solar and battery energy storage projects across the United States. His notable projects include representing ENGIE North America in their acquisition of a 6 GW portfolio from Belltown Power U.S., and assisting in the development and sale of solar energy projects in several states. Additionally, he has experience in negotiating Power Purchase Agreements for both a geothermal project and under California’s Disadvantaged Communities Green Tariff Program.

Before joining Stoel Rives, Blaine was a legal intern at the Veteran’s Affairs Clinic of the University of San Diego School of Law and a judicial extern to the Honorable Andrew G. Schopler of the U.S. District Court for the Southern District of California. These roles, coupled with his service as an officer in the U.S. Army in various capacities, including deployment to Afghanistan in support of Operation Enduring Freedom, have provided him with a diverse skill set and unique perspectives beneficial to his legal career.

Experience

  • Represented Copia Power in the negotiation of three engineering, procurement and construction agreements for a 550 MWAC solar photovoltaic plant, battery energy storage system, and related high voltage transmission lines and substation known as the Maricopa Energy Center along with the negotiation of procurement agreements for solar modules and the battery energy storage system components. 

  • Represented Copia Power in the negotiation of four engineering, procurement and construction agreements and related procurement agreements for the construction of the Centennial Flats project – a solar photovoltaic generating facility, battery energy storage system, high voltage substation, and related facilities. 

  • Assisted Altus Power with an acquisition of a $118 million portfolio of approximately 84 MW of commercial-scale solar arrays, which will supply electricity to 2,000 community solar subscribers and serve 20 new municipal, education, and enterprise customers in the U.S. Northeast.
  • Represented clean energy developer in connection with the negotiation and documentation of engineering, procurement, and construction agreements for a large portfolio of solar, solar plus battery energy storage, and standalone battery energy storage projects and related high voltage facilities throughout the U.S.
  • Represented ENGIE North America in its acquisition of a 6 GW portfolio of solar, paired, and standalone battery storage development projects from Belltown Power U.S.
  • Represented renewable developers in the acquisition, development, and sale of solar energy generation projects in Texas, Idaho, Arizona, Massachusetts, and New York.
  • Negotiation of PPAs with California clean energy provider under the DAC-GT Program (Disadvantaged Communities Green Tariff Program) and with California joint powers authority for a geothermal project.
