Overview

Andrew (Andy) Perez assists public and private clients in navigating complex environmental litigation and regulatory compliance matters to find innovative solutions. He handles a wide range of environmental cases in both state and federal courts, including those involving the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); the Clean Water Act (CWA); the Resource Conservation and Recovery Act (RCRA); the Hazardous Waste Control Law (HWCL); and the Porter-Cologne Water Quality Control Act. Andy frequently deals with regulatory enforcement and compliance issues that involve federal, state, and local environmental agencies.

Prior to joining Stoel Rives, Andy gained extensive litigation experience as an associate at a Bay Area civil litigation firm, and he was also a law clerk and certified law student at the San Francisco District Attorney’s Office.

  • Represented California metal recycling and waste sorting facility in multiple enforcement actions involving hazardous waste contamination, land use, and permitting issues.
  • Defended multiple clients in federal CERCLA litigation regarding groundwater, soil, and soil vapor contamination from various alleged contaminants including chlorinated and halogenated solvents, PCEs, and other VOCs.
  • Represented multiple manufacturing clients in large environmental site remediation regarding landfill contamination in Southern California.
  • Defended environmental contactor against breach of contract, contractual interference, CERCLA, and RCRA claims involving radiological cleanup work in Northern California.
  • Represented naval manufacturing client in environmental site remediation case with over 100 PRPs and involvement from the Environmental Protection Agency.
  • Defended client against storm water pollution allegations and violations of the federal Clean Water Act, NPDES permits, and the California General Industrial Storm Water Permit.
  • Drafted appellate brief before the California Sixth Appellate District Court of Appeal and assisted client in various stages of the appeal.
  • Briefed multiple motions for summary judgment in both federal and state court regarding environmental and other legal issues.
