Overview

Amy Higuera represents clients in environmental law and land use entitlement matters. Amy is skilled in navigating the complexities of the California Environmental Quality Act (CEQA) and other state and federal regulations that shape California’s evolving land use landscape. She has extensive experience in both litigation and advisory roles, dealing with laws such as the Sustainable Communities and Climate Protection Act, the Subdivision Map Act, and state and federal Endangered Species Acts. Additionally, Amy has assisted real estate developers with commercial property transactions, conducting due diligence on zoning compliance and title issues, as well as drafting and negotiating commercial leases.

Amy’s practice also involves close collaboration with local governments, regulatory agencies, and private developers to ensure compliance with environmental laws and secure necessary land use entitlements. Amy has advised clients on complex environmental and land use challenges, helping to develop effective compliance strategies. She has also worked with metropolitan planning organizations on environmental reviews for regional transportation plans and sustainable communities strategies mandated by Senate Bill 375. These efforts aim to expand housing and transportation options, strengthen regional economies, and meet greenhouse gas reduction targets while facilitating streamlined development approvals.
