Seth Hilton and Ken Pearson Discuss Progress for California and Oregon in Developing Offshore Wind
In an article for POWER magazine, Seth Hilton and Ken Pearson outline the steps in the Bureau of Ocean Energy Management’s (BOEM) process for leasing and developing an offshore wind project and look at California and Oregon’s progress in developing offshore wind planning goals.
Energy development attorneys Hilton and Pearson note that to reach the Biden administration’s goal of developing 30 GW of offshore wind energy by 2030, for its part BOEM has set an aggressive schedule, which to date it has met. For California, the agency has already designated two potential areas for development off the state’s coast — the first step in the process — and expects to issue leases in the summer and fall of 2022. BOEM anticipates designating an area for development off the Oregon coast later in the year.
