Stoel Rives’ Partner David Filippi Named Environmental, Land Use & Natural Resources Practice Group Leader
PORTLAND, Ore.—Stoel Rives LLP, an AmLaw 200 firm, has announced that David Filippi is the new practice group leader for the firm’s Environmental, Land Use & Natural Resources (ELUNR) group, effective January 1. Filippi will be responsible for the day-to-day management of the group’s more than 60 attorneys and other professionals including paralegals, an environmental analyst, and a land manager. Filippi, who is based in the firm’s Portland, Ore., office, succeeds Tina Grovier of Anchorage, Alaska, who has served as group’s chair since 2020.
“David is perfectly suited to serve as the new ELUNR group chair,” said Melissa Jones, Stoel Rives’ firm managing partner. “He has practiced with Stoel since the beginning of his legal career and has served in many leadership positions inside and outside the firm. Well-respected among his colleagues and highly regarded by industry peers and clients, the group is sure to continue to grow and thrive under David’s leadership.”
Filippi joined Stoel Rives upon graduating law school in 1996 and has worked in the firm’s Portland office since then. He served as Portland office co-managing partner, 2017–2021, and has served in leadership positions on the firm’s hiring and partner compensation committees as well. Filippi also sits on the board of the National Water Resources Association as one of its two Oregon representatives and serves as an affiliate director of the Oregon Water Resources Congress and chairs its legal committee.

Filippi’s practice is focused on water rights and water quality, fish and wildlife law, regional water supply planning, water management and conservation planning, and energy project facility siting and permitting. He has been closely involved in the development and implementation of numerous Endangered Species Act compliance strategies on behalf of both public and private clients. He has received various accolades for his work, including being named Best Lawyers’ 2024 Water Law “Lawyer of the Year” and Natural Resources Law “Lawyer of the Year” in Portland.
“We are grateful to Tina for leading this group the past four years,” said Jones. Grovier has been a longtime leader in the firm. In addition to chairing the ELUNR group, she also previously served as the Anchorage office managing partner. An active leader within her community as well, she currently serves on the United Way Tocqueville Society Committee. She will continue to serve clients by helping develop effective business strategies for navigating complex land and environmental challenges, permitting, and regulatory issues.
