Stoel Rives Expands Nonprofit Law Practice with New Hire
PORTLAND, Ore. — Stoel Rives LLP, a member of the Am Law 200 and Oregon’s largest law firm, is pleased to announce that Saskia de Boer has joined the firm as a partner. She is the former managing director and senior program counsel for Casey Family Programs, a multi-billion-dollar foundation that focuses on child welfare issues.
De Boer joins the firm’s Portland office and focuses her practice on helping nonprofit organizations and businesses achieve their missions and goals through strategic partnerships while navigating regulations and managing risks.
“We are excited to expand our nonprofit services with the addition of Saskia to our nonprofit law team,” said practice group leader Robert Manicke. “Her national experience serving a major operating and funding foundation that partners with other nonprofits will help us better serve a wide range of tax-exempt clients.”
De Boer provides counsel to a variety of clients including public charities, private foundations, Alaska Native Corporations, trade associations, and business corporations. She brings with her more than a decade of work with nonprofit organizations on matters that include federal and state regulatory issues, joint venture structure, advocacy, board governance, and entity formation.

Admitted to practice in Oregon, de Boer received her bachelor’s degree with honors from Vassar College and her juris doctor degree from Stanford Law School. She is a recent member of the Council on Foundations Public Policy Committee and previously has served on the boards of Planned Parenthood Columbia/Willamette and the Creative Advocacy Network. She is a frequent presenter on tax issues and compliance matters for tax-exempt organizations.
