The White House has proposed opening the Atlantic Ocean to oil and gas drilling while increasing the area of the Arctic closed to development, including a new permanent drilling ban covering more than 12 million acres of Alaska’s Arctic National Wildlife Refuge. Mills see this as a strategic move on Obama’s part. “It’s not coincidental that these things happened one after another,” he said. “I think he’s hoping that by setting up the chessboard the way he has, he’ll be in a better position to broker something with a Republican-controlled Senate.”
