SB 4 went into effect on January 1, 2014, as did the Division of Oil, Gas & Geothermal Resources’ (“DOGGR”) 2014 Emergency Interim Regulations (“Interim Regulations”). As the months pass, operators are feeling the practical impacts of SB 4 on their day-to-day operations. Stoel Rives’ December SB 4 seminar in Bakersfield, CA introduced the elements of SB 4, as well as possible impacts on operators, before the Interim Regulations were released.
